[Using Sakai] admin lite function

Hi Anders,

   We ended up implementing the AdminLite tool without needing any kernel patches (so I've removed the JIRA dependency). You can checkout the code and review the README.txt from: https://source.sakaiproject.org/contrib//umich/adminlite/tags/1.1/
