[Using Sakai] Site templates and site types

I still *think* that if you decide to do you'd have to add this new tool
category as a <category> to tool for tools that you want to appear category
right? You can't just add this category and configure it in toolOrder.xml?

That is still pretty annoying. It's *easier* to do this in 2.9 because of
https://jira.sakaiproject.org/browse/KNL-342 (You can copy all the xml
files you want to modify to ${sakai.home}/tools and modify them there) but
still not super easy.
