[Using Sakai] Samigo issue

Hi,
When we build a quiz from a reserve of questions randomly, some students 
end up with duplicate questions. we did conclude that random question 
doesnt mean necessarly unique. Is That True? because this is an issue 
for us. if anybody have or had that issue in the past , it will help us 
a lot.
we are using sakai 2.7.1 on our prod environement and getting ready to 
move to 2.8.1
