[Using Sakai] evalsys questions

Hello,
At Edia, we are testing the EVALSYS tool. We've installed the tool and
although we've studied the documentation on the contrib space, we still
have two questions to which we hope someone can provide some answers.
Our questions are mainly about the the system setting page on the
EVALSYS contrib space:
"Lecturer allowed to view results" This allows other teaching staff
members in the CamTools sites to which the survey was assigned to see
the survey results. They will see the survey appear on their My Surveys
dashboard, and can then view the results. Alternatively, the URL of the
results could be emailed round by the person who ran the survey. If this
is marked 'configurable', an option "Lecturers in the courses to which
this survey is assigned" will appear when the user is creating their
survey. If this is marked 'yes', the "lecturers in the courses to which
this survey is assigned" will appear automatically ticked when the user
is creating their survey.
Are questions are the following:
Do we understand correctly that the system setting 'Lecturer allowed to
view results' does not relate to the instructor who sets up the
evaluation? In other words, if an instructor sets up an evaluation,
he/she can always see the results?
We have never seen the option 'Lecturers in the courses to which this
survey is assigned' appear in the tool. We are using version 1.2.1, is
the feature of assigning evaluations to selected instructors actually
implemented in version 1.2.1? Does anyone have similar experiences?
Any answers would be greatly appreciated!
