There is a parameter in the config file (tool/src/bundle/signupConfig.properties), which control the appearance of the permission update link:
Parameter:  signup.permission.update.enabled=true

Sorry that I have somehow changed it to our Yale setting as 'false', since we don't want our people play around with it.

I have just updated the branches again with default value to true.

We're currently testing:

https://source.sakaiproject.org/contrib/signup/trunk@71153

and the permissions link seems to be working fine.
