[Using Sakai] test & quiz date problem

Hello,

We have a problem with test & quiz. First of all we use the Swedish language.
When we create a quiz and choose to open it on a date it won't work and the log displays an error for each of the dates set:

2011-12-14 15:04:18,160  WARN http-8080-Processor19 org.sakaiproject.tool.assessment.ui.listener.util.TimeUtil - can not parse the string into a Date

I have looked at the Jira:

and tried to solve the problem with help from Karen Tsao. However as you can see I didn't get it to work.
Does anyone have a suggestion how I can get it to publish the dates in the right time?
