[Using Sakai] A handful of improvements to Forums to improve notification, readability, organization, and creation

MSGCNTR 3.0 is being tagged along with Sakai 2.9.  It's going through
the QA process right now.  Msgcntr 3.0 requires at least Sakai 2.8
(kernel 1.2.x) since it uses the EntityTranferrableRefMigrator as well
as the JQuery latest in /libraray.  You can always merge those back
(or out) if you need it for anything before 2.8.
