Has anybody done any work on an account management tool?

We're looking for something that, can do something along the lines of

1/ identifying accounts that have been unused for a certain period of time (and mothballing them)?

2/ putting time-limits on accounts?

3/ sending email reminders to people about reactivating their accounts where they have been mothballed?

4/ auto-deleting accounts if they've been mothballed for a certain period of time?
