Auto-submit is a flag that can be set per assessment. It is binary flag;
there are no intervals.  You run the auto-submit job via Sakai's Job
Scheduler.

Stanford has said previously that they run the auto-submit job once a day,
late at night.

Currently, the auto-submit job will submit if the due date has passed.  So
if the student gets in before the auto-submission job has run, then yes....
if the auto-submit job has run, then no.

That is also the way I believe it should function.  After a long back and
forth, it seems there is consensus to change the functionality.  Please see
