[Using Sakai] [Building Sakai] Vote: renaming the Roster default tool title to "Site Members"

It's been brought to my attention that I may have misrepresented  
Clay's vote on this issue.

To clarify, we are proposing to change the default tool display label  
from 'Roster' to 'Site Members' e.g. that would be the name that  
appears when editing tools under Worksite Setup and Site Info.

If the proposed change is likely to cause confusion or be unwelcome  
(as per Clay's concern), we may just leave the default tool label as  
it stands. Those institutions that deploy the Roster tool under a  
different name can continue to do so.
