[Using Sakai] [Building Sakai] Vote: renaming the Roster default tool title to "Site Members"

Hi Warwick,

There isn't currently an EN_ZA localisation but we'd welcome the  
inclusion of one if you have one to contribute.

So far, I count 8 votes for the change:

Daniel Robinson
Steve Swinsburg
Nuno Fernandes
Mark Breuker
Adam Marshall
Warwick Bruce Chapman
Jean-Francois Leveque
Clay Fenlason

And one vote against:

Cheryl Johns (commented on the JIRA ticket)

I suggest the vote is closed after this weekend to give others a final  
chance to comment.
