[Using Sakai] sakai installation problem

I downloaded the sakai binary
http://source.sakaiproject.org/release/2.7.0/artifacts/sakai-bin-2.7.0.tgz
and read the doc here
http://confluence.sakaiproject.org/display/DOC/Install+Guide+-+Binary+Install+(2.7)


java version is 1.6 JAVA_HOME is set.
PATH is also set.

copied  sakai-bin-2.7.0.tgz to CATALINA_HOME  ( I am using Ubuntu 10.04)

created a folder named sakai in CATALINA_HOME and extracted
sakai-bin-2.7.0.tgz in CATALINA_HOME/sakai

tried to access http://192.168.1.5:8080/portal it did not worked.
Did I missed any thing.
