[Using Sakai] "Medium Shade" character in assignment submission

A student turned an assignment with a file attachment (file name was
something like "My File - here.doc"), but the teacher gets a 404 when
they click on the file while grading.
When I look at the ASSIGNMENT_SUBMISSION table, I see something like
the following attribute in the XML for the submission:
submittedattachment1="/content/attachment/6bff0606-53ca-4325-933a-516260474f1d/Assignments/c035e303-b708-421f-810c-c17db6249c99/My
File ▒ here 1.doc"
Not sure if email is going to handle that well, but that hyphen/dash
appears as a UTF8 code for "medium shade"
(e29692 - http://www.fileformat.info/info/unicode/char/2592/index.htm).
Has anyone else seen that? What could cause that?
