[Using Sakai] Maximizing Screen Real Estate

Hi,
My university is moving from WebCT to Sakai this fall. I have lots of
course content as web pages, flash movies, and other formats, and they
require a good amount of screen real estate to view properly. On WebCT
one can choose to have the course navigation menu as a drop-down list.
Is there any way to do something similar with Sakai?
More generally, this sort of thing can be done in plain html/css with
minimal use of javascript (see, for example,
http://menuflex.tiddlyspot.com/). How much control does Sakai give the
course designer in determining a course's overall look and feel?
