[Using Sakai] Import from Site

What makes someone a site "owner" in Sakai 2.5? My understanding is that
there is a site contact, but that it doesn't carry any special capabilities.
I have read that some schools have a special "maintain" role called an owner
and I wonder if there is a mixing of meanings.

 I am the user who created the original site and the new site and I am
unable to import anything from my original to my new site in this 2.5
instance (Even if I do it after the site has been created). I get the
message:

Re-use Material from Other Sites

You do not own any other sites to re-use material.

Why would that be?
