[Using Sakai] Portable links to tools

It sounds like what you're looking for is the recently developed
tinyurl service. Unfortunately this isn't something that's included in
a default installation, as it is being worked on as a contrib project.
It's something being discussed to be included in sakai 2.7. You can
ask your system administrator to look into adding this tool to your
instance of sakai. Because of the session states and non standard
url's, it is really the only consistant way to go about it.

Additionally, I can't seem to find if a frontend has been developed
for it yet for a user to actually create tinyurls?

As a user you're pretty much out of luck right now direct linking to tools.
