[Using Sakai] How to enable certain users to be able to duplicate course site, created by another user

The version for setting a site as template via sakai property is in 2.6

For instance the 2.6 implementation is:

1) add "site.templates" configuration variable into sakai.properties. Put
the template site ids as the value, separated by comma, e.g.
"site.templates=template.course,template.project"
2) in admin Sites tool, create the tempates with the above ids for various
site types.

The template creation was changed in trunk for trunk with an improved UI and
the ability to toggle a site as a template at runtime by an administrator
(or support) setting a site property rather than a having to reboot with a
new sakai.property.

This isn't on the current 2.7 proposed change list but I agree it would be
worth considering for inclusion as it is a way to do it than what is in 2.6
