[WG: Sakai QA] Test fest 10.4 rc01- create checklist pages

mmhh..., I guess it is more simple than that:  no option appears when 
user is creating or editing the assingment, see the attachments please.
the property assignment.instructor.notifications it on false mode, 
probably.
