[WG: Sakai QA] 10.x nightly branch cannot register user

You cannot register a new user on the Sakai 10.x branch!  Not sure if 
this would affect a QA07.

The behavior is that it takes you directly to the login screen and you 
cannot get back to the welcome portal to make an account.

Possible blocker bug?
