[WG: Sakai QA] Possible blocker bug with Sakai 10 and groups/sections

Because to reproduce the problem it requires associating a roster with 
the site, and I cannot seem to do that on 2.9.x nightly.

If you create a site and deploy a group, it works fine. I'm only able to 
reproduce the problem if there is an existing roster association, which 
somehow seems to be messing with the groups.

If I create a site first and then associate a roster, Sakai still 
doesn't let me (just tried right now on 2.9.x). It makes the site that 
had been created, and accessed, suddenly inaccessible to me (as 
instructor role/creator of the site).

I cannot seem to get this to work on 2.9.3 tag running locally either 
(pack-demo).
