[WG: Sakai QA] 2.9.2-rc04 up/released

I am restarting qa29 with these settings:

portal.neoprefix=
skin.default=qaskin


I copied the neo-default skin to the qaskin directory.  As long as the skin
still behaves as it did before, I would say it's confirmed fixed.
