Thanks. I was able to successfully use your suggestion to set a quota as an "admin" user on a dropbox.  I set a 20K limit. It successfully rejected a 28K file and allowed me to upload a smaller file.

So far, the Dropbox quota and the WebDav (on Mac / Cyberduck)  move/rename all seem to be working for me. :-)

Would be good to get more eyes on it. 

And to know if anything more needs to be tested on neo-portal, would be good to know as well.
