This should have been resolved by an additional patch on
https://jira.sakaiproject.org/browse/SAK-23257 and seemed to be related to
having a Role in the course template which wasn't regular. Or might have
just been an intermittent problem. It looks like it's fixed in trunk though
after this patch, so I'm going to close this one as incorporated.

We don't plan a QA02 until after the holiday break though.
