[WG: Sakai QA] Proposal: Upgrade from Jira 5 to Jira 6

[Neal Caidin]

I've had no comments on this proposal except from Steve Swinsburg, 
supporting it. Therefore I am going to work with our hosting provider, 
Wush.net, to have the upgrade to Jira over the weekend between Christmas 
and New Year's.

Closing date for comments was this past Friday.
