[WG: Sakai QA] [Building Sakai] Reordering resources in IE doesn't work on 2.9.x

We did have testing of Resources in QA, but I don't think we specifically targeted the IE browser. It seems like we need to do something to make sure we have the proper browser coverage for future testing efforts, perhaps some testing specifically targeted at IE 9. I'll bring this to the QA team to discuss/figure out how to manage.
