[WG: Sakai QA] Potential 2.9.0 blocker

LB is an indie, so I control what goes into 2.9.x. Unless the final is done using different processes than the RC's, the fix will be in the release. If anyone is interested in testing it, sakai-29.rutgers.edu has RC03 except that the newest LB code is there. The fix is pretty clearly safe. It moves an error message from a section that is only included for the author into the list of messages that both author and students get. (it also adds a null test to the javascript so missing messages will show the key rather than causing page load to fail.)

This version just went into production at Rutgers.

Yes, this worked in previous versions. It was a result of fixing LSNBLDR-139. I didn't realize there were two separate lists.
