QA folks (especially Teresa who has been testing this),
It looks like maybe this patch actually causes previous Groups
functionality to stop working.

Notably, when the assignment is not released to groups, you can go to
the grading view and see "Not Submitted" users. When it is released to
groups, that page does not show those "not submitted" submissions.

I wanted to see if this was just me or if someone else has seen this
as well. It may also be related to change that has taken place since
this patch was applied a few months back so I am copying in Zhen just
in case she has any thoughts.
It is in trunk only at the moment so you have to try things on nightly2.
