Looks like there are still blocker issues that are supposed to be fixed 
for 2.8.0, see

I can count 6 blocker issues with a 2.8.0 target (1 has a Polls 1.4.0 
target).

https://jira.sakaiproject.org/browse/SAK-20311 still has no target fix 
version.

I don't think https://jira.sakaiproject.org/browse/POLL-137 should be a 
blocker for Polls 1.4.0/Sakai 2.8.0, the release rich text editor is 
still FCKEditor, AFAICT.
