[WG: Sakai QA] Jira/Confluence security upgrades

Over the past weekend both Jira and Confluence were upgraded in response to Atlassian-reported security vulnerabilities. 

Jira was upgraded to version 4.2.2.

Confluence was upgraded to version 3.4.6
