[WG: Sakai QA] [sakai-nakamura] Re: Jira upgrade: 3.13.2 -> 4.1.2

Adam Marshall cast a -1 regarding the proposed upgrade, due in part to the "washed out" look of then new UI (a view shared by many Jira users).  I've talked to him and he can live with the upgrade (Oxford is running Jira 4.1 at present).  I am not aware of anyone else opposed to the upgrade and I have it tentatively scheduled for this Friday between 10 PM - 2 AM EST.  

I'd like to pull the trigger on this and send out a general notice that we are proceeding with the upgrade.

Any objections?
