[WG: Sakai QA] Jira upgrade: 3.13.2 -> 4.1.2

Hi all,

   I'm wondering if we've come to any consensus on this? Informally, I've noticed mostly positive remarks/votes, with some concerns raised regarding the new look of the issue page. Anthony has also added a http://www.atlassian.com/software/greenhopper plugin (see the  new "Agile" link across the top) that has some added value for those who might want to take advantage of it. Thoughts?
