[WG: Sakai QA] Release: basiclti-1.0.0-b01

I've released basiclti-1.0.0-b01 and deployed basiclti-1.1-SNAPSHOT  
binaries to the snapshot repo.  basiclti-1.0.0-b01 will be deployed  
with the upcoming sakai-2.7.0-b01 QA tag.

The Sakai Basic LTI portlet implements the IMS Basic Learning Tools  
Interoperability standard.  BasicLTI allows the launching and sharing  
of information with an externally hosted tool using standard  
protocols, signed securely using the OAuth (www.oauth.net) security  
mechanism.
