[WG: Sakai QA] SAK-10159: Google RSS feeds

Setting the JAVA_OPTS http.agent as you detail is my recommended 
solution to being able to retrieve RSS feeds from Google News.

We have been running this way for 3+ years and find it a consistent 
solution without side effects.  We have run it with Sakai 2.5.x, Sakai 
2.6.x, and Sakai 2.7.x effectively.
