To add to the fun, I bet that you are actually running r66591, 
which is what the .externals file from yesterday is running. The 
"r66603" is a little misleading because it refers to the most svn 
revision of the /svn repository and is displayed on checkout of 
the non-external files in /svn/sakai/branches/sakai-2.6.x-qa.
