I would agree with this assessment. It is trivial to add this 
tool automagically to the builds for the the sakai-2.6.x-qa and 
sakai-trunk-qa branches.

As for prep work, the config-viewer 2.6.x branch needs to be 
updated to move the pom <version> from 2.6.0RC1-SNAPSHOT to 
2.6-SNAPSHOT per:

I have no idea if any fixes need to be merged.
