[WG: Sakai QA] 2.6.1 update (refresh to 2.6.x r63700; blocker remains)

I have refreshed the sakai-2.6.x-qa branch to r63700.  The following  
new fixes are included:

SAK-16395 gradebook: widget on individual grade screen should save  
grades when clicking Next & Previous student--fixed student summary  
page.
SAK-15949: citations: always enable the previous page button if the  
starting record is > zero
SAK-13591: assign: merge r55725 and r55728 of SAK-13591 into 2-6-x
SAK-15932: citations: re-enable the "next page" arrow when returning  
to a previous (or the first) search results page
SAK-15893: samigo
SAK-16979: gradebook: exported Gradebook shows incorrect Course Grade
SAK-17128: master: disable snapshot repo
SAK-14919: assign: merge of r66961 of SAK-14919 into 2-6-x

At least one more refresh will be required in order to merge in  
conversion script changes.

I have contacted all Jira assignees who have open or resolved (not  
merged) issues regarding whether or not the issues in question can be  
bumped to 2.6.2 and beyond.  See highlights/concerns below for more  
details.
