[WG: Sakai QA] Update: sakai-2.6.x-qa .externals refresh (to 2.6.x r67107)

I have refreshed the sakai-2.6.x-qa branch to 2.6.x r67107.  QA server  
admins should refresh their server instances at their earliest  
convenience.  Changes noted below.

Conversion script changes are not included in this refresh as they  
await testing verification.
