[WG: Sakai QA] Easy tool description overrides lost in 2.6?

For a couple of releases now, we've been overriding some tool names and 
descriptions by deploying an overriding "tools.properties" file to the 
top of the shared classpath, thus avoiding a branch. Beth Kirschner 
mentions that approach in passing here:

But so far I haven't bumped into actual documentation of this 
configuration feature, and it looks from our local QA testing as if it 
may have been lost in the K1 shuffle. (For obvious reasons, regressions 
to configuration and customizing features are likely to be missed by the 
standard QA process, and undocumented configuration especially so.) If 
so, was the loss intentional? If not so, should the file go to a new 
location?
