[WG: Sakai QA] Sakai 2.6.0 update

I have created and prepped the Sakai 2.6.0 branch from which rc and  
the final release tags will be cut.  As I understand it, all that is  
left at this point before the sakai-2.6.0-rc01 is generated is the  
merging of conversion script updates plus a newly required /reference  
fckEditor commit  to fix a failed test introduced by the latest merge  
to /reference.
