[sakai-pmc] Moving sakai-pmc to Apereo Google groups week of March 23

Hi Sakai PMC,

This move might get slightly delayed as I am being "trained up" to do these
Google group moves myself. But the delay should only be a few days,
probably it will get moved this Friday (that is the schedule).
