[sakai-pmc] Update on Stack Overflow sites

I am now following both Apereo (58 followers) and Sakai (61 followers).
 I've not voted on any questions yet.

Sakai has met the minimum threshold of followers required but needs 16 more
questions with a score of 10 or more to move to the next phase.  Apereo
needs 2 more followers and 24 more questions with a score of 10 or more to
move to the next phase.

Of Apereo followers, 69% are following Sakai.
Of Sakai followers, 65.6% are following Apereo.
