[sakai-pmc] Feature for 10.3 ?

Hi,

There is a new feature [1]  that has been completed and tested for
anonymous grading in the Assignment tool.

Since it is a feature on a maintenance release, do we need to put forward a
lazy consensus proposal to get it merged into 10.x (and therefore for 10.3)?
