[sakai-pmc] NOTICE: Sakai SVN repo migration scheduled for 5-6 April 2014

I believe that this would be the case, that we could run *svnadmin
setuuid*if this is necessary to make no *switch
--relocate* necessary for the end users. It should really be the same
except for having to get a new password.
