[sakai-pmc] Stack exchange site

I think we should continue with the Sakai one as well, just getting onto
the next stage. We have about 10 people that have joined the site but not
voted up questions or posted any questions. We need that to occur. Once we
get into the next stage we can start piling the questions and answers on
the new site.

I have only received feedback from the uPortal SG at this stage in regards
to the Apereo one.

Also I am wondering if posting the Sakai questions to the public stack
overflow site with the Sakai tag is going to harm this Stack Exchange
community effort in the long run. We'll have content fragmented and
duplicated. I am not sure if we can move questions. Maybe hold off on that
for now until we finalise a direction with this effort (since there are
three at the moment).
