[sakai-pmc] Decommission Collab server?

Mailman provides advantages over google groups (like the ability to
reply to the list via email without having to go to google). For
example, learninglocker uses google groups for their mailing list and
we have to constantly go back into google groups to enter replies
since they do not show up to people outside the thread otherwise.
Also they don't have support for subscribe/unsubscribe (you have to do
that in the google group site).
We could work around these things but it is not a simple swap.
