[sakai-pmc] Archiving pages and spaces in Confluence

What defines an out dated page? Just because a page hasn't been updated in
a while doesn't meant the information isn't still current.
It might be good to first get a list of the pages that are flagged for
archiving so we can see if there are some false positives on there.
