[Building Sakai] Availability of Sakai 10.x tags and future

Hello Community, 

I'm trying to find a place to download the Sakai 10.4 tag and couldn't find it in Github under the releases options, but I did find tagged versions on source.sakaiproject.org. 


Is there a reason we're not using Github's Releases (named tags) feature? IMHO, since the main place for our code is now Github, I feel that all of the tagged versions should also be available on there too.
