[Building Sakai] LTI and Sakai groups (or sections)

I believe Adrian added this as part of
https://jira.sakaiproject.org/browse/SAK-26590 in Sakai 11 but I don't
think it conforms to what the official spec will look like. But this is
probably something you could use if you needed it ASAP.
