[Building Sakai] certification tool

Hello All,

I finally integrated certification tool with Sakai 10.2. After deploying
tomcat with auto.ddl=true, as an instructor I am seeing " No certificates
have been released to you" when I click certification tool at the left menu
bar.
According to
https://support.anisakai.com/entries/21514211-Certification-Tool-User-Guide-CLE-2-8-1-or-later-,
I expect some buttons so that I can upload/add my sample template. Am I
wrong?

I upload the sample template into the Resources tool, but nothing is
different.
I am wondering what I did wrong and how to use this tool properly.

Please advise.
