[Building Sakai] soft delete feature

Hi,

When enabled, the soft delete replaces the normal delete button, so all
site deletes are soft deletes.

You should see a different message when you delete the site saying its been
marked for deletion and will be purged after X days.

There is a quartz job you can run that will purge the sites once their
gracetime has expired.
